Abstract: We propose an additive model for balancing values, where values are assigned degrees of relative importance or weights and factors are assigned positive and negative influences on the impacts of actions on values. The balancing model induces value-rules based on which one may evaluate whether a prohibition or permission is justified from the point of view of political morality. We also propose eight different revision operators, which shifts the balance by expanding or contracting either the set of factors or the set of values taken into account in the balancing model. We provide the construction and prove some success properties of those operators.
