Enrico Francesconi holds a Master Degree in Electronic Engineering and a Ph.D. in Computer Science from the University of Florence. Currently is a researcher at ITTIG-CNR, the Legal Information Institute of the National Research Council of Italy. He is a member of the Italian and European working groups establishing XML and URI standards for legislation.

He is responsible on behalf of ITTIG-CNR for the e-Codex project on e-Justice Services and e-SENS project on European Digital Market development, funded through the ICT Policy Support Programme under the Competitiveness and Innovation Framework Programme (CIP).

He is also responsible on behalf of ITTIG-CNR for the i-Support project about ICT solutions for facilitating the effective cross-border implementation of The Hague Convention of 23 November 2007 on the International Recovery of Child Support and Other Forms of Family Maintenance.

He was involved in EU eParticipation projects (DG Information Society & Media), like DALOS on legal ontologies to support legislative drafting, as member of the project management board, and project leader for ITTIG-CNR of the SEAL project on the implementation of a legislative drafting environment. He was project leader of “Eurovoc studies” the feasibility study on thesauri interoperability in favor of EU Publication Office and responsible of a feasibility study on the information system of the Centre for Official Publications of the Swiss Federal Chancellery.

He is also responsible for the definition of the italian implementation of the ECLI (European Case Law Identifier) standard for jurisprudential documents.

He was and currently is responsible for collaborations with the Italian Senate of the Republic, Ministry of Justice, Court of Cassation.

He is regularly representative of the Italian Ministry of Justice within the eLaw working group of the Council of the European Union and he was consultant of the European Parliament for introducing and managing semantic Web technologies for the legislative workflow.

He is member of the Executive Committee of the International Association for Artificial Intelligence and Law (IAAIL) and member of the Program Committee of several conferences and workshops, in particular he was the Conference Chair of the International Conference on Artificial Intelligence and Law (ICAIL) 2013, in Rome.

Among his editorial activities, he is co-editor of the Journal of Open Access to Law (JOAL), together with Tom Bruce (Legal Information Institute of the Cornell Law School, US), Pompeu Casanovas (University Autonoma of Barcelona) and Ginevra Peruginelli (ITTIG-CNR); Section Editor on Ontology and Knowledge Representation, of the Artificial Intelligence and Law Journal, Springer; Scientific Advisory Board Member of Law, Governance and Technology Series, Springer.

Since 2004 he is professor under contract of Information Retrieval and Semantic Web Technologies at the Computer Science Faculty of the University of Florence; since 2007 lecturer and scientific committee member of LeX – Legislative XML Summer School (University of Bologna); since 2012 lecturer at the GRiM (Global Legal Research and Information Management) Winter School Erasmus Intensive Programme (Stockholm University).
